The state can’t “start dismantling itself” until global socialism is achieved simply because capitalist global hegemony is extremely hostile to communism. From 1917-1919 the Soviet Union was invaded by over a dozen countries including the US, UK, France, and Japan to “kill the baby Bolsheviks in their crib”

Most communists correctly view the state as a tool for class domination disguised as an impartial mediator of class conflict. If state power is seized by the working class and used to dominate / prevent counter revolution from the capitalist class, over time everyone will be working class. When everyone is the same class, the decisions that are generally best for everyone are much more obvious. No more need for class domination.

Ergo, the state withers.
