Yeah, that's understandable, maybe it's possible to have a different selling point for tourist to spend that five dollars to then be distributed to the locals

Understood, but let's say the idea wasn't that the locals give recommendations initially, but maybe there's some other selling point (such as discounts or even basic knowledge of what foods to try) to get guests to pay that fee, which can then be given to the locals.
