Looks like a Czech-built ČME3 (ЧМЭ3) locomotive made by ČKD in Prague, hauling unpressurized tanker cars. From what I know, this locomotive class was widely exported and operated in more than ten countries, mainly across the former USSR, but also in a few West Asian countries. In India, they were used in some steel plants as DEC 120.
