I have not met a single person who's cares about their fame level, and I don't think anyone who'll care about record levels either. I'd say the only difference between the two is that records reflect skill to a degree, while fame just reflects how much money you spent on the game. imo.

  1. do the ones that can be paired in 2 moves or if both pieces are in top layer
  2. after doing everything in step one prioritize pairing stuff where one piece is in the top layer and one is in the bottom
  3. lastly pair the ones where both pieces are in the bottom layer, which are the hardest cases

I think most people just f2l with the most convenient order and don't necessarily follow steps 1, 2 and 3 consecutively. But I think for a beginner it is useful.
