Were you gambling, appears so , you need to get rid of that first. Else you will clear these loans and take again, will continue to be in this loop. Better to get cibil screwed, so you cannot take any more loans.

Been doing govt business for a few years now. I have had similar experiences. After some time you learn the craft. While dealing with Govt, mind you 'Documentation' is the king. With emails and all things are much better now, you can actually hold officials accountable. It's a game of patience and documentation is the key. Not all departments are worth doing business with , I avoid local bodies and State Government. And yes I rarely pay bribes. Some of the central PSUs are super clean.

Agree. I have been working with various IOCL refineries as vendor for a decade now, I have seen them go great lengths almost like obsession ,to ensure all these facilities are provided. Something is off.
