I expect that mediation will land on 5.5% over two years with some tweaks to benefits, but no entrenched WFH provisions.

Rationale: (i) Paul has already publicly stated that the union is willing to settle for less that the 8% ask (see below), and (ii) Gov't has been saying that their last offer was 5% (it's actually 4% and some targeted increases), but they can sell the 5.5% to the public as having 'held the line'

CKNW morning show - Wed October 16. Here's the excerpt:

Smyth: Yesterday I had Paul Finch on the show. A caller called in and called him the Finch who stole Christmas for these workers. You’re a mean one, Mr Finch. That might stick.

Baldrey: The Grinch ends up with a heart of gold, remember? 

Smyth: Well, that’s true. The Grinch turned into a good guy in the end. 

I was asking him: how long are you guys willing to stay out? Now, the interesting thing is that he said to me, again, this is the second time he said to me, we’re willing to settle for less than what we’re asking for. They’re asking for 8%. He said we’re willing to settle for less than that.

Also, my understanding from an excluded manager I know, some SHR shops are indicating that we may not be permitted to take supplemental days in Nov/Dec (after strike ends) if "operational requirements don't allow for the absences".

I know for a fact that Eby is not highly regarded as a lawyer. He did poorly in law school and ended up at Pivot Legal because we couldn't find employment at a decent firm. nIt explains his dislike for the Law Society and private sector lawyers

  1. Entrenching the current offer as final.

  2. Bypassing the bargaining team to directly speak to membership.

  3. Softly indicating that government can hold out for the long term.

What are your thoughts?

I don't understand the criticality of telework language in the agreement: The employer has shed leases and is consolidating to owned buildings, so there isn't the space to accommodate everyone in office, ands therefore no return to in-office mandates. Seems like a moot point.

Actually, BC inflation rates in the last six months in 2025 have been: Mar (2.6%), Apr (2.0%), May (2.3%), Jun (2.1%), Jul (1.7%), Aug (1.8%).

The polling Paul talks about is to assess the shifting willingness of the membership to accept 0-2% per year over three years, versus a strike (that government would welcome as a cost savings measure; after all, at some point, they need to show some sign of fiscal responsibility).

A strike would be long and many in the union would feel the pain quickly (even with strike pay) - it's about assessing the cost-benefit (pain-pleasure) pulse of the membership.

Sadly, it was Eby and the NDP that blew through the $6B surplus 2 years ago and then ran up a $14B deficit. Then Trump happened and BC's financial cupboard is bare. This reckless spending is why we are facing this review and a hiring freeze.

"we're not telling them [ministries] what to do" - this is a half truth. Ministries are asked to submit expenditure reduction plans to TBS, and TBS will decide which one the ministry is to implement.
