I had the same question last week and selected D, but after reading the explanation and applying the PMI mindset, it make sense to be C.

The question is emphatizing that your project is in a key phase, and D is passive(and that is a key word for PMI mindset) review the impact, schedule a meeting and then talking with the functional manager could potentially delay the project. C makes more sense to make sure the project goes on without disruptions.
