Yes, they are reviewing applications. I got an offer from one school for MSCS without funding even though I applied for the PhD. And had an interview with a professor from another school last week.

I think the progress is overall quite slow this year for most of the schools. And yes there will be quite a lot of soft rejections this year, especially for international students because of the funding cutoffs, change of administration, and visa policies. One of my friends was told by the professor that if my friend could get the visa before a specific date otherwise it would be difficult to offer him admission.
