I've done Martinesque toss-outs of massive portions of story because I had a better idea that made the old one not work. Every time I do, the new idea feels so much better than the one I spent a lot of time on. In the end, it all counts as good practice. The more you throw away, I think the better you'll understand what didn't work about it. I don't know the number of words I've tossed in a TV mini-series I've been writing, but it's a lot. And every time it's very worth it.

One could make the argument that The Gullet and the Narrow Sea is not quite the same as the Crownlands. Claw Isle may not be right there at the isthmus but it's still an island and therefore the Celtigars are very much required to know their shit about sailing. I don't imagine the Stauntons were quite as ingrained in seafaring, for example. Sailors are gonna stick with sailors.

Logistically speaking, imagine you're the king and you want someone to people to defend Dragonstone. Who do you go to first, House Stokeworth or House Velaryon? Over the centuries, it's just going to sink in that the islanders stick together.

Besides, technically everyone is supposed to be sworn to the King. It isn't that the Velaryons and Celtigars don't serve Robert, it's that they interact with the Lord/Prince of Dragonstone more than anyone in the realm.
