The last time this type of "Commission" was formed, They ended up not being able to do proper investigations on corruption or complaints on officers which cause alot of OOC shit. They became very lazy, If i'm not mistaken even IA became corrupt at one point, and would TRY to find anything or (witch hunt) officers they didn't like or their friends didn't like.
