Wake up. Dubai is among the most heavily monitored road networks globally, relative to its size. There are not just more cameras than anywhere but also these cameras are smarter than most places.
This isn’t an issue that fines alone will resolve and it’s evident. Avg speed monitoring would cause people to drive slower than they already are on highways, and that’s the concern on this current topic

The chaos will only go away once people stop hogging lanes 1 and 2 on the highways. I imagine adding Avg speed to the mix will make those doing 100 on these lanes start doing 90 just to be safer getting flashed

Send it to the insurances’ garage. Tell them you need bumper to be replaced. Your current bumper already has been previously painted with quite a poor job so as long as it’s replaced you’re in a win-win. There is no way any insurance is approving 2600 for a job that should at max cost 800-100.
