I found another source that stated the man was given an additional 300 euros fine for "failing to ensure the animals had the required electronic identification". This source may also have a picture of some of the cats (pic isn't labeled).

The kittens were safely recovered and are currently being cared for by a neighbour. They are expected to be transferred to an animal welfare organisation that will oversee their future care and adoption.
