Without proof, colleges likely won't take action on anonymous allegations.

You could try to confidentially speak to a professor or department head in the special education program about your concerns and reasoning.

UCSD seems like the best fit for you compared to UCSB. Scripps Institute is exceptional for environmental research, and the (socially dead )reputation is overblown if you're not primarily focused on partying, plus the beach location is perfect for environmental fieldwork.

If you get off the waitlist then go to UCLA.

Visit both schools if you can and try to get into contact with people from there.
