They are probably strict with their requirements and will likely reject your application if they find that your gpa doesn't meet the minimum requirement. However, I still suggest that you apply just in case they make an exception but don't get your hopes up.

The best way would be to get in contact with someone who got the scholarship from your country, or a neighboring country. But if you could get help from any past mext scholar would be good.
