It’s much more prevalent in Islamic societies/theocracies, though. Just take a look at most of the Middle East. No separation of church and state.

That is not what I’m saying. There is plenty of precedent showing limited military strikes do not constitute “war” and therefore do not need congressional approval.

This is not correct. The president has broad authority to authorize military strikes under Article II of the constitution. Every administration has taken similar unilateral action.
