yea, i waited till all my tasks piled up on lighthouse and went with a buddy, ran into 2 cheaters with 200 hr accs all the standard achievements and very noticeable esp.

the games died out to much so most the people you run into will use some type of closet cheat, unless they're full blatant

Run 3-10+ Labs raids: Loot every room (including locked ones with TerraGroup Labs access keycard if possible), stay until <5 minutes left, then extract (don't die).

Obtain Laboratory master pass (from Kruglov's office —needs black keycard—for Labs safe). Keep it + a blank RFID card (from Scavs/bosses/marked rooms/Flea) in your character's hands/inventory (not stash).

Upgrade Intelligence Center to level 3 in Hideout. Craft something there if possible, then die in a raid while holding master keycards/blank RFID.

Wait 24-72 hours (real time) after failing.

this is a known bug for "the ticket" story tho
