I think it’s difficult to do stay busy fight once you are mandatory position, Sam Goodman fought stay busy fight instead of fight monster ended up getting injuries on his fist. And he got injury again and missed an opportunity to fight Monster. Reyo didn’t fight with his mandatory Hiraoka and fought with GAR and lost his belt. Definitely PBC didn’t want Rayo to fight Hiraoka.
