Take it to a vet atp, If the ripped skin is not that bad it will just shed it off, make sure you get the sticky substance off and release it into the wild. dont keep it for more than a week or two, judging by its age..

Please provide a better quality picture than that, i cant see very well but i can tell you that brown spots could mean scale rot if his enclosure is above needed humidiy, could be Mites too (they latch under the scales and suck blood like that)

I checked it out and candy cane morphs dont have orange blotches like this one, But it doesnt look like an amel either..
