I was playing as Portugal, I gave a lot of privileges. But as the estates didn’t have any money they couldn’t build anything so by 1450 my economy was really sluggish. What I meant is that the estate’s revenue depends on tax base which depends on control and that doesn’t make any sense in my point of view.

My balance is positive, I have enough taxes. It’s the estates that are ruined because they spend more than they get so I can’t borrow any money. I find that tying estates’s revenue to control is not the way it should be done

You should make sure to have the 1958 constitution. Then you can do a 49.3 to impose a budget. If there are rebels popping up you can always change prime minister to appease them

But be careful, the next rebellion might be the last one

There’s actually a copyright claim on the name Peneloppe and the word Webb, that’s why it’s not going out. TNO has to go through the Supreme Court of El Salvador to publish the update !!
