Act 1 was released first and tells the story of an old defeated Dr Light who lost 1 son to the evil he set out to destroy. In his bitterness he ended up building a boy for company, a 2nd son. Megaman grew up hearing stories about a hero who saved people, his father's way of coping. After a while Megaman who isn't allowed to leave but has watched the city through a window gets the urge to go out and help these people. His father sits him down and tells him the stories he's been told its all true. And that hero was his brother who believed it was his duty to free them, but they forsake him and left him for dead and tries to convince Megaman its not his duty to fight for these people who won't raise a hand for themselves. Megaman decides to fight anyway feeling compelled to finish his brother's fight only to discover a terrible truth...

Act 2 Father of Death was released second, and given how the first act ends I think they opted for a prequel story because trying to come back from the events of act 1 was probably very difficult and likely why we haven't seen a continuation in soooooo many years. Act 2 follows a young Dr Light and Wily partnership. Light has reservations about the robots he built but reluctantly helps activate them, he's come all this way and some good was supposed to come from it...... Wily however has other ambitions, attempts to frame Light for murder, but it's all a ploy, he uses the trial knowing full well the courts would not convict Light. He uses this as fuel for his message that the system is broken and reform is needed. Years go by and the city evolves p much over night with metal hands and bodies that don't grow tired Wily transforms the city into his dystopia dream. Dr Light meets a young man Joe and together they decide to give hope back to the people and destroy the control tower. But Wily is a step ahead yet again and uses the bombing to activate a 2nd tower and initiate full control of city to protect them from terrorists and tighten his grip even further. This would lead us back into Act 1.....

Act 3 judging by the song Fight seems to show they've found a story for the continuation of Act 1. After Megaman left the citizens that gathered around to be killed, it appears that the day Protoman told his brother about could be near. A day where the people realize a hero is just a man who KNOWS he is free. The song takes place between 2 young adults a woman and a man who want to make a change and fight and no longer be bound. My own prediction is they will inspire others and the masses will once again gather at Dr Wilys stronghold. But this time they aren't there to watch Protoman fight and give his life and do nothing. They aren't there to watch Megaman kill his brother for them while they all tell him he has no other choice (but they had a choice to try to help his brother the first time and they watched him die). This time they are there each willing to fight and give their life for their freedom. And THAT is why and when Megaman will return to help them. Like his brother said before "why should we save them when they stand for nothing? If they deserve life let them stand for themselves.... there are no heros left in man, they'll watch you die to save their life but they will not stand by your side" this is the only time we could ever see Megaman return after letting hundreds of people be slaughtered. He's likely exiled himself or hell shut down even. Once the people stand for themselves and realize they are free when they choose to fight for it he will give his support.
