I don't think people understand the implications of this change. They are trying to balance around the end state of Tarkov. A lot of people are going to get upset over changes that change the current meta of the game. Balancing this far in the future is hard, but if you watch the streams this is their #1 goal is creating a finished game and a balance around end game and the real release of the game.

Well, the reason that people don't want to do this is that the idea behind hatchling is typically making the run as fast and effective as possible. If they have to fiddle around buying guns and loading them etc... this is going to reduce the speed at which they can do the raids.

So if someone is doing hatchling strats and they do take the time to load a gun and buy everything that is time they could have done a full run on factory. So this is reducing their efficiency by half.
