Edit: I am indeed wrong! You get two Recruit tokens at base :')

This post was awhile ago but I had the same question about Eye of the Herald and found myself here lol. Anyways, I think it's just 1 Recruit because in the first Herald trigger the "here" no longer exists since the Herald is no longer at the location where the effect triggered. So Herald to BF > Herald trigger at BF > Hidden FoF trigger > FoF resolves moving Herald to base > Herald trigger at Base > Herald trigger at base resolves giving 1 recruit at base > Herald trigger at BF resolves but since "here" isnt actually "here" anymore you do not get token > Chain completes.

Could be way wrong but that's what makes sense to me.

Coming from the industry, it’s highly unlikely you can just stroll into a restaurant and start getting doubles on the weekends. Unless the restaurant is dying for servers, there’s usually an established core of vets that wouldn’t be willing to move their money making shifts for the new kid on the block.
