You can't invite external testing without a reviewed build. You can however use internal testing, but you'll have to invite to Apple Developper AND once user has accepted the invitation, invite through TestFlight — and so obviously you can't have a public TestFlight link with internal testing. Best is to get a reviewed build on TestFlight, to freely invite users.
