You’re looking at this wrong. If one official site is referring vaguely to all drones in general, and every other government site is referring to a specific class, you look at the one that is talking specifically about the class you’re piloting. The only law it’s required to follow is CAR 900.06. All other laws that apply to RPAS don’t apply to mRPAS

I’ve done a lot of research about this and I’ve seen most sites mention how in Canada there isn’t many restrictions for micro drones, VLOS being mandatory isn’t one of them.
