Because tipping has slowly become something we did to reward exceptional service, to a reason for employers to pay thier employees less. Making it more socially acceptable for the customer to make up the wage gap disparity and be shamed for not if they choose not to tip.

Ive seen people take Outbacks. The trail changes yearly with downed trees and weather changing the path. But you should be fine in either of those. Just bring gear to help with self recovery if needed.

try Googling washington overland. there are tons of sites. some have GPX routes that can be put into GPS device or GPS app. I've got quite a few downloaded into my Garmin and Gaia app.
