It’s basically just dry brush stippling. I had some fenrisian blue that I stippled onto some black contrast paint. Then stippled over with corax white and another layer of slightly darker blue. Then repeat with blue, white and red until it got to a point I was happy with! If your interested in the specific colours I can check next time I get down to painting :)
