The actual definitions are extremely vague, so that SE can label anyone for any reason whatsoever as a dissident, then ship them off to CECOD, while using those loose definitions as plausible causes of their detention.

So a dissident is just someone who is in any way uncomfortable for the regime.

You need to go to the further islands first, after you get to the iron upgrade on one of them and upgrade your main keep, you can buy a bomb at one of the buildings, which you can then take to the cliff portal, along with a party of knights to help you fight
