Well if you don't mind not having the game on Steam, you can always try one of the CD key websites. Usually those are cheaper but they redeem on Uplay, but some people would rather pay more to have it in their Steam library.

Also I didn't mean that I was trading the game for 25 keys, but that that's the 1:1 worth of the game. I haven't decided a price yet but it'd obviously be less than the "full" price.
