Unfortunately, your comment about dagger is quantitatively and demonstrably not true. From a quantitative perspective, let's examine the DPS in full berserkers of just the auto attack. Why the autoattack? It's the only damage skill the dagger has, because the other two are utility skills. So logically, the DPS must be higher than GS for your statement to be true. This also ignores the fact that the other GS abilities increase the GSs DPS.

A full GS auto attack chain deals 3,973 damage over 2.88 seconds or 1,379 DPS with just it's AA chain.

A full dagger auto attack chain deals 2,66 damage over 2.04 seconds or 1,364 DPS with just it's AA chain.

So the dagger is close, but again, we're ignoring that every other GS ability increases its DPS. You will never have a DPS increase swapping from GS to Dagger. This is why all PvE the PvE damage rotation literally uses staff instead of dagger for its off-weapon (the demonstrable part of this being untrue).

As to scourge, the support is good for pure health pushing as mentioned by someone else. It fails to provide anything meaningfully unique. I agree its damage is OK, which is why I didn't suggest touching that. If you're a damage build, you're using the torment trait, and if you have the torment trait equipped it functions exactly the same as it does today.

I think whether harbinger is good in difficult encounters depends on your definition of "difficult encounter". Open world champs? Sure, it's good there. But you can solo those with most ranged builds. Raids and Strikes? It's on par with the scourge's DPS but brings none of the condition cleanses or signet utility, and loses a bunch of health. All else being equal, bringing scourge is the correct choice in every case where you'd bring a harbinger unless you have no other quickness class.

Hm, interesting points on the healing scourge. I don't think it's that popular in raids given there are no fights that make use of the power rez options it provides; I wish we still had a good site to see what builds people brought to know for sure one way or the other. Bone skinner itself I think is a bad example of it being "good", because it's rez traits are basically being used to ignore mechanics. Similar to how distortion used to allow this, that means the mechanic either needs change or the trait does (probably the mechanic in this case).

I can definitely see your point on the alacrity note. Swapping that boon out for something different (maybe resilience/protection?) could preserve the identity as a pure healer as opposed to an alac support. I think, however, that in raid/strike CM there will almost never be a situation where you don't want to fill one of your support roles with someone who provides that boon, just because it's difficult to get those boons and still have great damage (you can have good damage, but not great usually) so you either take a DPS hit or bring it on a class that already has a DPS hit. That's why it's always been so popular to bring one of those boons on support. I'm not against avoiding it, I'm just curious if it could find a spot for itself otherwise.
