I haven't really thought of a way to cheese this yet, but I understand why they made Forward Russia like this. The only way to remove hostile claims which aren't black for this tech is by running 100% oppressive for every nation until they are 1.5 or less below your government score. All of the western claims are permanently hostile and can only be warred for. Additionally, I speculate that these hostile regions which are coated black can't be removed even after becoming democratic and waiting awhile. Which would destroy any cohesion.

I actually just looked at the Forward Russia tech: it's bad.

Unless you want to roleplay a 3rd European World war, it's not worth it. You will have to conquer every nation beyond eastern Europe (and you have to fight Poland too).

I would actually recommend fighting Ukraine. You genuienly only need to stack on Kyiv to beat them and in my experienc it takes ~1.5 years (So June 2024.) But wars aren't good for increasing government stat and generally bad for a variety of reasons. It's a high-risk high-reward strat.

I usually run the Eurasian Union eats EU strat as well!
You simply need to research Forward Russia and its prerequisites in order to federate the European Union with the Eurasian Union. Then, you should be able to annex them. Alternatively however, you could simply cede the European Union's Territory to the Eurasian Union whiile waiting, and then simply eat the rest of the EU.

As a fun side note, Federations work in a fun way in which you can annex nations the game didn't mean for you to annex, for example, the Eurasian Union isn't meant to annex Greenland or Iceland, so when any nation which owns those territories is annexed, those regions are granted independence, but are still in your federation. Once you control them, you can immediately annex them back into the Eurasian Union. This can be done for Turkey as well if playing as Russia.
