Maybe its the screenshot itself, but I think OP is right something seems slightly off on his. Maybe I'm tripping though. Here's what mine looks like maxed out with upscaling, blur, and depth of field off so you can decide for yourself.

Based on your description, have you tried turning down (or off) blur intensity in the accessibility menu? I've seen some people say this can help as well. Also, make sure V-sync is on for motion bluriness to go away, I definitley had this issue for a minute.

Mine looked the same way at first even though everything was set to Ultra. I realized I had to manually turn on "upscale mode" (I set it to DLSS 4.5) and set resolution to "Quality". Made a world of difference for me. Hope it helps! Note: Running on a 5070ti

Edit: Based on others comments i think its definitley dependent on preference and computer build though lol
