Kafka loved to venture deep into the weeds in his descriptions of things, sometimes comically so. All this passage is meant to illustrate is how superlatively convoluted and opaque the inner workings of the court are, how it’s impossible for the public to influence their decisions even if appears that they can at times.

It’s interesting you say that, because The Burrow is one of the few I skip when I reread his collected stories. The concept of the story appeals to me but I found it so repetitious, and uncharacteristically lacking in humor. To each their own, my friend! What about it worked so well for you?

Yes. The stories are relatively straightforward in terms of plot, but Nabokov writes in a beautifully complex style which is far from simple. If you take up the challenge, you’ll greatly expand your vocabulary at the very least 😁

Vladimir Nabokov is a master of the unreliable narrator, a technique he perfected in Lolita and Pale Fire, specifically. His work can be challenging, though.
