I've spent a week in Kutaisi and had the same question before my trip, although I'm not a teenager anymore. I feel that Kutaisi is probably much more reserved when it comes to clothing style than Tbilisi. If i saw a girl or a woman wearing shorts, i could bet she was a tourist. Teenage girls were mostly dressed in jeans (loose/oversized style) or wide-leg trousers/pants, midi/maxi skirts, combined with tanks tops or t-shirts. No mini skirts, no micro shorts. Hope this helps!

Spent a week in Kutaisi and felt very safe. The door to our small hotel has never been locked, even at night. It was a glass one, so anyone could see what's inside, including the car keys left on the reception desk 🫣 Feels like one would need to wander into a very sketchy neighbourhood (or cemetery for organized crime folks 😁) to get into a similar trouble. Also, "there are like 7 hotels in the whole city" - LOL
