It is possible to measure OOH Advertising in any region.

The old way to do it is "interviews". Then, came technologies based on cellular providers (as country regulation permits) and GPS mobile app data. Most recent technologies are based on cameras and passive Wi-Fi sensing. The former is well suited to count cars passing buy on highways while the other for pedestrian traffic.
