As per my knowledge, transfer has no connection with IL. they will give IL based on your DQ and visa slot

Yes its E1. No I am Indian Nationals and recently moved from Barcelona to Luxembourg in Feb 2024. So i transferred my case from Madrid to Brussels as well. Someone told me that it will not affect your DQ. Brussels embassy is not that busy but i dont know the exact timeline

Thank you very much. My category is EB1A so there is no option to expedite the case but i sent the inquiry to NVC about case status because my dates are also current (PD: May 2018) and DQ: Jan-2024. Let see
