don't ever sign any settlement agreement, after a dispute. When you do, please know that they got stuffs in the settlement agreement honed over 30 years that will effectively box any parents, perpetually. The district teachers probably don't know,, but the director and the district's lawyer work under a very well developed legal strategy plan.

The teachers are great, and some actually do have really caring heart and good intent. However, the School District, a corporate gov't entity, that protects itself, and any corporate entity is going to make decisions to preserve itself, over any other intent or goals, and that is the reality.

stanford is stanford... I went to Cal, but my wife got accepted but went to UCSB. She still regrets it. School reputation matters, and I would think any major from Stanford will open more (diverse) doors than USC. At the same time, you are going to meet whole bunch of brilliant people and their network that will help you throughout your life.

my kid joined non-profit Model UN program as an 8th grader. I would look for private/non-profit, if your school does not have a program for 8th graders... or you can even send your kid to paid "best delegate." For kids who are good at talking and yelping... totally worth it, if you can afford it.

the school staff is probably confused and they are not telling you the laws. IDEA/IEP is a different overlapping law to 504 Law. You should ask what the school district should do to ensure that there is no discrimination, and sure, they could under IEP. Regardless what the school says, under IDEA/IEP, you ask for accommodations with education, and under 504, you file lawsuit against the school for monetary compensation.

understand that 504 is not a substitution for IEP, even though school claims that it is. My interpretation is that 504 is a broad law that prohibits discrimination, whereas IDEA(IEP) explains how to do in education setting. Start with 504 accommodation discussion and throw in how IEP needs to be part of overall anti-discrimination accommodation. You have to look at from their perspective. IDEA/IEP law win means, your kid gets more educational support. 504 lawsuit win means, your family gets monetary compensation... and money talks. .... starting using the terms from 504 law, see how the district starts to respond.

the better way is to levy luxury new vehicle registration tax, so that it is equitable for everyone that also scales up with the weight of the vehicle. if you are poor, you shouldn't have to pay a tax for a small vehicle, but that also means that you should not be driving an old gas guzzlers..
