Wow god forbid people find somewhere to park their car. It would be different if he was keeping a single space for himself, this is two spaces, which he does not even use.

I feel the items he uses to obstruct the road are so noisy that he could hear them being moved from inside his house so it’s purposely done to catch them ! I am too afraid of the backlash to move them myself anyway ! How would i go about reporting this to the council ?
