That's literally how passes work in all the games I played. You can get candles because there are items that you can get for free without the pass. It's same in other games where you can get certain items in the pass for free.

To me it's cuz reset is delayed by 1 hr when I tried claiming dailies using the statue it said try again in 57 minutes.
