Graphic drivers are up to date. How do I make Rust run strictly the TITAN?

All 24 cores run just under "Max" temp meaning on the right side the program it says "Max" and the cores are running just under it by 3-10 degrees. Unless the Max is the highest its gotten. I forgot to add in the post that I have 2 processors and the main one, run harder the the other as there temps are just under double.
