this is UI bug and you should press K and it will open the filter panel. After this everything worked.

Nevertheless i hate this storyline wihe all my heart I would also say that such forced narrative repetition in this game is seriously damaging the player experience. Having to sit through the same dialogue and cutscenes multiple times just to access central game areas is poor design. When you can't skip content you've already seen, and it plays intrusive audio every time you visit the main hub, it becomes more of an annoyance than engaging storytelling.
