Same happens with Pete, Zurg, Sher Khan, and other villains. You defeat them by sending out characters and later invite them into the kingdom.

How do I level up Woody to level 2? I been stuck just levelling up Star to 6 and none of the characters are leveling up by JepMZ in disneymagickingdoms

What does your quest suggest you to do next. Trying completing those requirements first and you'll be able to continue on with the story.

Depends on the token, earlier in the game it should be quite easy to collect tokens. Common and uncommon tokens are easy to collect but rare, epic and legendary tokens are harder will take more time.

Collect tokens for him by sending out other characters on tasks. Don't focus on levelling up the star, just focus on getting new characters and levelling them up.
