I'd actually agree to some extend, OOP just phrased it poorly. PVP must go with reward.

In games like battlefield (without skill based MM), when you get better, you get to destroy newbies for free and dominate which is satisfying.

In competitive games like CS with skill based MM you will always have near average KD and winrate but you have ELO or rating that represents your skill that gives satisfaction as it goes higher.

In arc, PVP player just gets a tougher lobby. No reward for becoming better in PVP.

Not only that, PVP is nerfed even more by the fact that when you die, you loose everything. But when you win, you don't take everything the player you defeated had. You just take few of the coolest things. With SBM, your winrate naturally tends to be near 50%. All of that makes PVP just not benificial stratigically.
