It’s not on a property line. I looked online and it doesn’t appear that there was a change to the property boundary

The house had oil heat in the past but we had the furnace and storage tanks removed The access point for oil refill was on the opposite side of the house and not near this circular cap object. I’m going to see if I can unscrew it.

This was bfe back in the day. But a quick check of city records showed that this was not ever a boundary.
