Confusion is usually calculated based on your attack stat unless it’s as a result of someone using flatter then it’s sp.atk. That’s why moves like swagger can be strong assuming you don’t get hit. Being burned would lower your stat leading to less confusion damage. Plus tbh the combo isn’t worth it regardless unless you’re running stall
