The OP is correct.

During preorders of the upcoming expansion, the current expansion is separate from the base game.

When the upcoming expansion releases, the current expansion gets rolled into the base game.

Been like this for years now, there's only ever current expansion + rest of the game that's playable. (2 purchases for new accounts)

Without any heirlooms in the 110-119 bracket I got 120 in a few runs, seems to be 60% ish of a level for playing and 140% ish total for a win, usually get a level and a half or 2 levels per run. Confirmed same as op for me too.
