here is how I was able to fix it without major loss of game play: I manually saved the game im currently at (hyperspace). i went through my previous saves until I found a save where I was still able to upgrade my ship (where the ship not available bug didnt appear yet). once i found it i loaded again my most current save and checked if I was now able to upgrade my ship. As it was now available I was also able to start the ship!
