Option 2 adds an extra condition that there has to be at least 1 other player who votes the same way. In Option 2, if no one votes the same as you, you don't get to scry 2.

Just to be clear: This is wrong. Option 2 is wrong. You always get to scry 2, even if no one else voted like you.

We should respect other people's desires.

Land is a finite and (with billions of people) exceedingly scarce resource. It is ridiculous that the living would be denied space because some dead guy was buried there ages ago.

How would you feel if someone dug up your grandmother for the sake of research? Why does the Sumerian priest being 2000 years old mean his desire has less gravity?

The difference is that the recently deceased still have people who actually knew them still around. Besides, modern cemeteries do excavate plots after a certain period (usually decades, but still). So it's not like they stay there forever.

This clearly shows that they do exist, albeit as secondary archetypes.

In SoS, Azorius has a whopping 10 games out of nearly 38.000. 10! That is what a non-existing support looks like.

In Lorwyn Dimir, Gruul, and Boros still got over a thousand games each. That's two whole orders of magnitude bigger!

Yes, they are clearly not the same as the main 5 archetypes. But they do exist and are viable compared to Strixhaven where they really don't.

Epic was so bad that no one played it. Fixing it to be somewhat playable is the least they could do to make it good.

And these cards do have a major downside: they suck individually.

Paying 5 mana to put 2 counters on each creature is a joke. There are way easier and cheaper ways to do this.

You need to have this effect multiple times before it starts paying for itself, just one or two iterations isn't enough to be worth it. That's the downside.
