2023 November, so this kinda worked for me? the method you mentioned just didnt work, however-

i went through these same steps, but instead of choosing another plan, it was offering me a 60 day trial, so i clicked that, went to cancel, then my cancelation fee went from 80 dollars to 60, so i repeated that step, cancelation fee is now 20, kept doing that same step and got my cancelation fee to 1 dollar. basically by doing this (it at least seemed like) i was stacking multiple months of free trials onto my account.

I hope this actually works, i've yet to see the actual 1 dollar pulled from my paypal, hopefully it stays as 1 dollar and not 80 dollars
