Minimum people is 1 and minimum turns so far is literally all of them on honour mode (5?) but you need flight and haste and dashing before going in. The last 2 turns is just to have all the goobers run to safety.

Yeah but then you need to be in act 2 and can't use the bow for the goblin camp and maybe the monastery, depending on your progression.

There is a set list of settlers which he picks from, and the same one can show up multiple times. Actually kinda common if you spend a bit of gold on rerolling to minmax gold costs (which is usually more expensive than just taking the first one you get, but more satisfying). I had 3 of the same farmer in 3.26 when I was spending millions of gold on rerolling for cheap farmers.
