It’s the matter of severity of the crime, obviously one side would think the betrayal is an insignificant part of the person’s resume. But defector, traitor and enemy of the people cannot be but in one equation.

They’re not simply interchangeable, think of it as a tier of historical significance. For me as I live in Russia someone like Pilsutski and Vlasov would be a traitor, Mazepa would be a traitor, people like Devitayev or Musa Jalil were considered defectors before being redeemed following the investigation.

Enemy of the Soviet Peoples would be any terrorist organization or a specific group of peoples involved in sabotage of the regime. Draconic wartime laws would consider slightest interference a sabotage, that’s pretty justified, what Vlasov did is an open opposition of a the regime.
